An accounting document of equivalent probative value is any document submitted by an implementing body to prove that the book entry gives a true and fair view of the transactions actually made, in accordance with standard accounting practice.

Acquis communautaire is a French term meaning, essentially "the EU as it is" - in other words, it is the body of common rights and obligations which bind all Member States together with the European Union. The acquis includes all the EU's treaties and laws, declarations and resolutions, international agreements on EU affairs and the judgments given by the Court of Justice. Applicant countries have to accept the Community acquis before they can join the Union, which means taking the EU as you find it. Candidate countries have to accept the acquis before they can join the EU, and make EU law part of their own national legislation. During this process the acquis is devided into chapters which are negotiated between the European Union and the candidate member states.

Additionality is one of the principles driving the workings of the European Structural and Investment Funds. This principle stipulates that contributions from the Funds must not replace public or equivalent structural expenditure by a Member State in the regions where this principle applies. In other words, the financial allocations from the Structural and Investment Funds must not result in a reduction of national structural expenditure in those regions, but should be in addition to national public spending.

Administrative and eligibility checklist

An administrative and eligibility checklist is the checklist used in the first step of the project selection process after the call for proposals closes. The purpose is to verify the basic programme and call for proposals requirements. Failure to comply with some of these criteria can lead to (1) outright rejection of the application, or (2) a request for further information or clarification.

The Adriatic-Ionian Cooperation Programme (ADRION) is a new European transnational cooperation programme for the 2014-2020 period. The Programme area covers four EU Member States (part of Italy, Slovenia, Greece and Croatia) and four IPA II beneficiary countries (Albania, Bosnia and Herzegovina, Montenegro and Serbia). Altogether this makes an area of more than 70 million inhabitants.

The overall objective of the Programme is to act as a policy driver and governance innovator fostering the integration of EU Member and non-Member states, utilising the rich natural, cultural and human resources surrounding the Adriatic and Ionian seas and enhancing economic, social and territorial cohesion in the programme area.

In line with the cohesion policy regulations and taking into account the national priorities of the partner countries, the ADRION Programme (2014-2020) is built around four thematic priority axes: Innovative and smart region, Sustainable region, Connected region, Supporting the governance of EU Strategy for the Adriatic-Ionian Region

Application form

An application form is a binding document which describes the project (objectives, results, outputs, partnership) and gives detailed information on the work plan and financial figures. The appplication form has to be submitted during the selection process and is assessed by the programme bodies, in order to select the projects to be funded by the programme. Once the project is approved, the application form becomes the reference document for the whole implementation of the project until its closure. The content of it may change to a certain extent during the implementation, but only according to the programme's project modifications rules and procedures.

Assimilated project partner

An assimilated project partner is a project partner located outside (the Union part of) the programme area which is competent in its scope of action for certain parts of the eligible area (e.g., ministries). Associated countries

Association is a status awareded to non-EU countries which have agreed, negotiated and paid to participate in EU programmes, this is possible e.g. for Horizon 2020, Erasmus+ or EUREKA. In the context of proposal consortia, organisations from these countries are treated on the same footing as those in the EU. An audit is the process of verification that implementation of the programme is in line with EU regulations and programme rules. Audit is delivered yearly by an Audit Authority (see: audit authority) and it consists of two parts; one is audit of operations which is a verification of eligibility of expenditures claimed from and reimbursed by the EC. The second is a system audit, which is the verification that all the systems described in the description of management and control system function properly.

Audit authority

An Audit Authority is either a national, regional or local authority or body, functionally independent of the Managing Authority (MA) and Certifying Authority (CA). The AA is designated by the Member State for each operational programme, and is responsible for verifying the successful implementation of the programme. The AA also monitors, among other things, project compliance with programme rules, national rules and European regulations.

Automatic public contribution

Automatic Public Contribution is public funding automatically allocated to a project partner from national/regional sources. Some Member States/regions provide public support to organisations in their territories in order to facilitate their participation in cooperation programmes. The decision to grant public national/regional funding is normally linked to the project selection process, and is taken by the respective Member State/regional authority before or after project approval. Automatic public contribution comes from sources external to the partner organisation.
